What the embassy can do for you

  • Consular services: Passport renewal; issuing Emergency Travel Documents (ETD) for workers who lose their passport; document attestation (birth certificate, marriage certificate, academic and professional certificates).
  • Labour dispute mediation: Welfare Attaché contacts the employer directly. Most salary and contract disputes resolve within 2–4 weeks when the embassy is involved — employers take embassy engagement seriously.
  • Emergency repatriation: Coordinating with FEPB to cover air-ticket costs for workers in genuine distress (employer abandonment, civil conflict, serious illness, trafficking).
  • Legal assistance: Providing lists of Nepali-speaking lawyers in the destination country; attending court proceedings; monitoring legal treatment.
  • Death and disability support: Coordinating body repatriation; obtaining death certificates and post-mortem reports for FEPB insurance claims; notifying families.
  • Community welfare camps: Major embassies (UAE, Qatar, Malaysia, Korea) periodically organise free welfare camps at worker accommodation sites — document attestation, health screenings, legal advice.

Services the Welfare Attaché (Shram Sahachari) specifically provides

Nepal's designated Welfare Attachés at the UAE, Qatar, Saudi Arabia, Kuwait, Malaysia and Korea embassies are specifically trained social workers, not general diplomats. Their work:

  • Visiting workers in hospital, detention or employer accommodation upon request
  • Meeting with employer HR on behalf of workers with labour complaints
  • Coordinating with the destination labour ministry for systematic employer violations
  • Facilitating access to the FEPB Welfare Fund and insurance claims
  • Running community outreach programs to inform workers of their rights
  • Coordinating repatriation of stranded workers with FEPB and airlines

Non-Resident Nepali (NRN) card

If you plan to stay abroad for 2+ years, consider registering for the Non-Resident Nepali (NRN) card via the NRNA chapter in your destination. Benefits: NRN bank accounts in Nepal, property investment rights, and a more formal status as part of the Nepali diaspora. When should I contact the Nepali embassy?+

The embassy is your first port of call for: passport renewal or emergency travel document; document attestation (birth certificate, marriage certificate, academic certificates); labour disputes that your employer refuses to resolve; non-payment of salary for more than 2 months; illness or hospitalisation when employer insurance is inadequate; accident, injury or death of a worker; illegal detention or arrest; visa or residency issues; and emergency repatriation requests. You do not need a specific emergency to contact them — questions and welfare concerns are also welcomed.

Who is the Welfare Attaché (Shram Sahachari)?+

Nepal's major destination embassies (UAE, Qatar, Saudi Arabia, Kuwait, Malaysia, Korea) have a dedicated Welfare Attaché (Shram Sahachari) whose sole responsibility is migrant-worker welfare. They are trained social workers and legal specialists, speak Nepali, and have direct working relationships with the destination country's labour ministry and major employer associations. If the main embassy line is unresponsive, ask for the Shram Sahachari by name — they often respond faster on worker welfare cases.

Can the embassy get me out of jail?+

The embassy cannot override local law but has consular access rights under the Vienna Convention. They can: visit you in detention, hire a local lawyer, monitor your legal proceedings, contact your family, and intervene if you are being denied due process or mistreated. In the vast majority of cases, embassy involvement leads to a significantly better outcome than facing the destination-country legal system alone.

What is the Non-Resident Nepali (NRN) card?+

The Non-Resident Nepali (NRN) card is issued by Nepal's Non-Resident Nepali Association (NRNA) and endorsed by the Government of Nepal. It provides dual-nationality-equivalent benefits for Nepali citizens living abroad: ability to open NRN bank accounts, invest in Nepal, own property, and participate in some civic processes. The card is available through NRNA chapter offices in your destination country. It does not replace your DOFE labour permit or work visa.

What does the embassy charge for services?+

Routine consular services have small government fees: document attestation NPR equivalent of USD 10–25 per document; passport renewal equivalent of NPR 3,000–6,000; emergency travel document (ETD) approximately USD 30. Welfare interventions for migrant workers in distress — mediation with employers, emergency repatriation coordination, legal referrals — are provided free of charge. The Welfare Attaché's services are completely free.

What if there is no Nepali embassy in my destination country?+

For countries without a resident Nepali embassy, jurisdiction passes to a designated nearby embassy (Poland/Czech/Croatia → Germany; Portugal → Germany; Maldives has its own; Gulf countries without embassy → nearest Gulf embassy).
